I have checked with each Commissioner and staff involved and no one took notes not for personal use or that were shown to others. 

public employees’ notes to themselves “which are designed for their own personal use in remembering certain things do not fall within the definition of ‘public record’” and “if the notes have not been transcribed or shown to others and were not intended to perpetuate, communicate, or formalize knowledge” they are exempt.  Miami Herald Media Co. v. Sarnoff, 971 So. 2d 915 (Fla. 3d DCA 2007)
